北京文化发展基金会简介北京文化发展基金会创建于1996年12月，是北京市委宣传部因之北京文化发展战略的需要和北京作为国家文化中心的定位，联合北京有关文化机构和新闻媒体发起创立。基金会经中国人民银行审批和北京市民政局核准登记为公募性的法人机构，由北京市委宣传部直接领导，是北京最有影响力和权威性的基金会之一。
北京文化发展基金会的宗旨是：广泛联系海内外关心首都文化发展的社会团体、企业和人士，多方筹集文化发展资金，以各种形式资助、扶持、推动北京公益文化事业的发展，推动文化创新，扶持文化新人，促进首都北京文化建设和文化交流，致力于首都北京文化事业的繁荣发展，展示国家文化中心的魅力。
北京文化发展基金会成立以来，在中共北京市委、北京市政府的关怀和市委宣传部的直接领导和社会各界的支持下，通过各种开创性的工作，多渠道募集社会资金，为促进和繁荣北京的文化建设和文化发展做出了积极的贡献。

Brief Introduction of Beijing Cultural Development Foundation
To meet the need of Beijing’s cultural strategic development and the orientation of Beijing being the nation’s cultural center, Beijing Cultural Development Foundation (BCDF) was established in Dec. 1996 by CCP Beijing Municipal Commission Publicity Department, and in cooperation with related cultural organizations and media in Beijing. BCDF is a social organization approved by the People’s Bank of China Beijing Branch and registered in the Beijing Administration for Social Organizations. Under the direct operation of CCP Beijing Municipal Commission Publicity Department, BCDF is one of the most influential and authoritative foundations in Beijing.Dedicated in the prosperity of Beijing’s cultural enterprise, and in demonstrating Beijing’s glamour as being the nation’s cultural center, the foundation aims to assist, support and improve public cultural development in Beijing, to accelerate cultural creativity, assist new cultural talents, and to promote Beijing’s cultural construction and communication. The foundation widely connects and encourages all social members, enterprises and social organizations from home and abroad to collect and manage funds so as to care and support cultural undertakings in Beijing.Since the setting-up of BCDF, under the direct supervision of CCP Beijing Municipal Commission, Beijing Municipal People’s Government, and CCP Beijing Municipal Commission Publicity Department, as well as support from many other social sectors, BCDF has made significant contributions to the promotion and prosperity of Beijing’s civilization construction and cultural development through various kinds of initiative works and channels of funds collections.Leaders of BCDF in all previous sessions:

艺术北京专项基金简介：
当前“金融海啸”所引发的全球性经济动荡，已经对艺术市场产生了一定地影响，艺术品成交量下降，部分画廊出现了经营运转上的困难。在中国艺术市场的发展尚处于起步阶段之时，面对当前的困难，如何以切实的措施提升各界对艺术市场继续发展的信心，保护和促进艺术市场的进一步完善和持续发展成为摆在我国当前文化建设方面的重要课题。北京文化发展基金会专门设立“艺术北京基金”用于资助画廊参与“艺术北京”品牌名下的各种活动，为克服当前艺术市场发展所面临的困难提供了切实的思路和途径。
作为北京文化发展的重要推动力量和权威性公益文化机构，北京文化发展基金会始终把促进首都文化市场的发展作为自己的重要责任。“艺术北京基金”为北京文化发展基金会下设的专项基金，2009年预计投入500万。该基金将主要用于支持“艺术北京”品牌的推广，策划学术展览，邀请海外收藏家、媒体等，同时还将资助一级市场——画廊的展览及相关项目。
“艺术北京基金”计划首先资助一部分画廊参加“艺术北京当代艺术博览会”。画廊可向基金提出申请，在通过“艺术北京基金”理事会、学术委员会审核之后，即可获得一定额度的资金支持。在“艺术北京基金”的资助下，画廊能够以较低的成本进入“艺术北京当代艺术博览会”，获得展示、宣传本画廊的艺术家、艺术作品的机会，结识更多的收藏家、评论家、策展人，寻求合作机会。画廊作为当代艺术推广、经营的基本单位，对当代艺术的发展的重要性不言而喻，中国当代艺术的繁荣也依赖于画廊行业的不断壮大。目前部分画廊出现资金回流不畅，无力参与展览。“艺术北京基金”将扶植画廊的推广项目、展览。在金融海啸所带来的寒冬，“艺术北京基金”坚信能够通过与画廊的紧密合作，共同坚定信心，度过难关，携手走向健康与规范的艺术市场的明天。
“艺术北京基金”的设立，无疑是北京文化发展基金会扶持文化创意产业，尤其是艺术产业又一项有力举措。“基金”通过对艺术市场的基本单位——画廊的切实支持，必将实现艺术市场稳定、健康的发展。
